IODP Seeks Proposals for SEDIS Development, Second Phase


IODP has launched a competitive procurement for development of the “Scientific Earth Drilling Information Service (SEDIS) Phase II.” A Request for Proposals (RFP) has been released and posted online at http://www.iodp.org/RFPs/. Proposals will be considered by Integrated Ocean Drilling Program Management International (IODP-MI).

SEDIS is intended to harmonize diverse data storage and interconnections and guarantee seamless access to data generated by IODP expeditions. SEDIS will integrate data captured by operations aboard three drilling platforms (operated by the United States, Japan, and ECORD/European Consortium on Ocean Research Drilling). Each platform uses different data-capture systems and shore-based databases. SEDIS is intended to be an overarching data access and retrieval portal that not only connects to IODP data, but also reaches out to, or interfaces with other science community databases, possibly crossing borders to other drilling programs and/or science disciplines. To achieve this goal, SEDIS will use internationally recognized formats and standards for metadata and data capture and export, allowing scientists access to IODP data. At the same time, SEDIS will allow third-party data to be included in searches through SEDIS.

With SEDIS Phase II, IODP intends to expand its data service from Phase I and provide full-text search capability for program publications. This new functionality will provide users with an integration of data and publications search results by providing direct links to and from related data found in publications search results.

This RFP contemplates Phase II of SEDIS development only. Responding vendors must submit proposal packages by close of business 5:30 p.m., Eastern Daylight Time (EDT) on Monday, July 9, 2007 (UTC/GMT 21:30:00, July 9, 2007). Late proposals will be automatically disqualified. IODP-MI is the only point of contact for this procurement.
